Fast Optimization of Wildfire Suppression Policies with SMAC

چکیده
Managers of US National Forests must decide what policy to apply for dealing with lightningcaused wildfires. Conflicts among stakeholders (e.g., timber companies, home owners, and wildlife biologists) have often led to spirited political debates and even violent eco-terrorism. One way to transform these conflicts into multistakeholder negotiations is to provide a highfidelity simulation environment in which stakeholders can explore the space of alternative policies and understand the tradeoffs therein. Such an environment needs to support fast optimization of MDP policies so that users can adjust reward functions and analyze the resulting optimal policies. This paper assesses the suitability of SMAC—a black-box empirical function optimization algorithm—for rapid optimization of MDP policies. The paper describes five reward function components and four stakeholder constituencies. It then introduces a parameterized class of policies that can be easily understood by the stakeholders. SMAC is applied to find the optimal policy in this class for the reward functions of each of the stakeholder constituencies. The results confirm that SMAC is able to rapidly find good policies that make sense from the domain perspective. Because the full-fidelity forest fire simulator is far too expensive to support interactive optimization, SMAC is applied to a surrogate model constructed from a modest number of runs of the full-fidelity simulator. To check the quality of the SMAC-optimized policies, the policies are evaluated on the full-fidelity simulator. The results confirm that the surrogate values estimates are valid. This is the first successful optimization of wildfire management policies using a full-fidelity simulation. The same methodology should be applicable to other contentious natural resource management problems where highfidelity simulation is extremely expensive.

Economic Principles of Wildland Fire Management Policy
Evolving wildfire management policies are aimed at more comprehensive treatments of current wildland fire management problems. Key policies are identified that affect wildfire and fuels management. Policies are discussed in the context of institutional factors such as interagency cooperation and the growing number of regulations and laws. Key economic principles, such as the Coase Theorem, are ...
متن کاملFree Riders on the Firestorm: How Shifting the Costs of Wildfire Management to Residents of the Wildland-Urban Interface Will Benefit Our Public Forests
Since the early 1900s, the federal land management agencies—the Forest Service in particular—have focused their wildfire management efforts on suppression. A century of wildfire suppression policy has created a buildup of natural fuels in the Nation’s forests that contribute to larger, more damaging fires today. This, coupled with the rapid development of the Wildland-Urban Interface, makes tod...
متن کاملSuppression of Chaotic Behavior in Duffing-holmes System using Backstepping Controller Optimized by Unified Particle Swarm Optimization Algorithm
The nonlinear behavior analysis and chaos control for Duffing-Holmes chaotic system is discussed in the paper. In order to suppress the irregular chaotic motion, an optimal backstepping controller is designed. The backstepping method consists of parameters with positive values. The improper selection of the parameters leads to inappropriate responses or even may lead to instability of the syste...
متن کاملFederal and state policy influence on woody biomass utilization
A considerable portion of public lands in the United States is at risk of uncharacteristically severe wildfires due to a history of fire suppression. Wildfires already have detrimental impacts on the landscape and on communities in the wildlandurban interface (WUI) due to unnatural and overstocked forests. Strategies to mitigate wildfire risk include mechanical thinning and prescribed burning i...
متن کاملBurning down the house: Wildfire and the benefits of natural disaster mitigation
For more than a century, government wildfire managers have aggressively suppressed wildfires within western U.S. forests. In that time, our understanding of the ecological benefits of wildfire has improved. Nevertheless, it has been politically difficult for managers to limit suppression effort, even for relatively non-threatening wildfires. As wildfires within the western U.S. become more freq...
